Policing Inside out
Policing Inside-Out (PIO) was founded by Dr. Bahiyyah Muhammad in partnership with The Dr. Muhammad Experience (DME) Inc. with support from Howard University. The focus of this model is to create a global process for building and maintaining community- police trust. This process includes 15-weeks of trust building interactions between law enforcement practitioners, academics, students, and citizens in a facilitated learning environment. The model can be adopted to any police department, university/college and/or community organization.
An opportunity for participants to experience transformative education and reexamine what they have come to know about law enforcement, and social justice issues while gaining a deeper understanding of community-police relations in the 21st Century.
Building Trust Through Transformative Education
Policing Inside-Out brings participants together to study as peers in a facilitated environment. The core of the Policing Inside-Out Program is a semester-long academic course, meeting once a week, through which 10 to 15 “outside” (i.e.: students, community members) students and the same number of “inside” (i.e.: police officers) students attend class together inside various impactful learning environments. All participants read a variety of texts and write several papers; during class sessions, students discuss issues in small and large groups. In the final month of the class, students work together on a class project.
This model falls under “The Dr. Muhammad Experience” which is a transformative experiential learning opportunity. To date, Policing Inside Out has been offered at Morgan State University, Coppin State University and Howard University. Police partnerships include, The International Association of Chiefs of Police (IACP), Metropolitan Police Department (MPD) -DC, Baltimore Police Department-MD, Baltimore City Sheriff's Department-MD, Montgomery County Police Department-MD, Prince Georges County Police Department-MD, and Howard University Campus Safety Officers-DC. This philosophy of Policing Inside-Out will be integrated with contemporary policing and social justice issues to model building trust between law enforcement and the communities they serve.

Facilitation of citizen-police dialogue to improve trust
Interfacing between police officers and students in an academic learning environment with a focus on contemporary policing and social justice issues
Law enforcement case-study reviews and facilitated discussions on police use of force, criminal and administrative investigations

Educational field-trips that will increase cultural awareness
